[FIXED] 1328.4: Border and BMNG Layer Misaligned starting at 126333m

The border layer and BMNG layer seem to get misaligned around 1263335m during zoom-out. That number isn't exact but does happen generally around the same spot. Isn't scenario-dependent or anything. The screenshot below is just zooming in the editor.

Its actually kind of cool. Gives it a 3D look.

It looks to me like the Z-level of the map layer was dropped significantly in a recent update.
Try it yourself: Place some units or RPs on top of landmarks on a Stamen or OpenTopo layer, then watch the parallax as you pan the map. The map layer is rendering well below the plane of the unit markers.
