1.1.4.4 Performance Issues

I have an issue where when I first load the save it works pretty good performance wise, using ~45% of my CPU (AMD 5950X) and around 6GB of RAM. As the game progresses, RAM and CPU usage slowly increase and the game gets progressively slower. Near the 40 minute mark it's using up to 75% CPU and bottlenecking at 100% usage during auto saves. RAM utilization is 32GB of RAM (I have 64GB in the system) and everything is operating at a snail's pace.
Normally I'd just think it's "more stuff to keep track of = slower performance", but if I save the game and reload it (exit the game entirely then re-open it, not just reload the save), it goes back to lower CPU usage and lower RAM usage. Performance improves significantly, and after about 40 minutes it creeps back to being super slow again.
In my last play through that was on an older patch, I did not experience these issues with the same game settings. I tried toggling texture streaming on but that didn't seem to help. Vulkan rendering modes just cause the game to crash on load for me so I have not tried that.
I'll try the latest beta as well as toggle off the particle effects to see if the performance improves and report back, but again these issues didn't happen in a prior version with the same settings.
