Colonizer and Base Buidling Automanager

I'm trying to figure out how to prevent the automanager from building bases or founding colonies too far from my other planets or within the territory of my other empires. The automanager typically starts building across the map and/or in enemy territory. The result is usually a colony impossible to support militarily or bases that anger my allies and ruin my diplomacy.

I generally micromanage but after the late midgame, but amount of micromanaging bases becomes tedious, especially costly replacing Hive destroyed bases. Its doable, but its not enjoyable. However, if I use the automanager, the planet selection and base building run into problems.

Is there a way to get the automanager to not build in enemy borders and a max range on building/colonizing sites?

There is a policy setting for maximum distance between new colonies, no? Or just new spaceports?

Spaceports have a minimal distance. It would be nice is there was a maximal distance for colonies and bases. And a "don't build in foreign territory rule.

The colonoziation issue could be fixed with a lower colonization range setting when starting a new game.
