What factors can cause raids not to form up other than weather? I am running into an issue where planned raids are not happening, even when running only a few bombing misisons. No pop-up messages are happening indicating the raids were cancelled due to weather and need advice as to what is being missed.

Found one reason for raids not launching. If any escort missions are set at an altitude that is in an overcast layer the raid will not launch.

Something sounds odd here, if messages are on at least level 1 you should always get a message if for some reason a raid is cancelled or delayed. I don't think escorts set to fly in the clouds will cancel a raid.

Cancelled raids are almost always caused by heavy weather over the form-up base (not the group's base).

Thank you for the reply simovitch. It seems really odd to me as well and I have been trying to determine possible causes both inside and outside the game. For example, when a Malware Bytes scan kicks in it causes the game to display unresponsive alerts on the top left which is understandable and easy to remedy. None of the targets are over the damage threshold and the issue only occurs when creating raids from scratch. So, I know it is something I am doing wrong. In playing through six days, only using auto-generated raids and modifying them, everything worked until Ju-87 raids were manually added which caused all the auto-generated raids not to launch. It appears there is a resource threshold being exceeded when creating raids from scratch. Similar to the 'insufficient resources' level that is reached when auto generating raids. The criteria used when creating raids from scratch is that there are air units available with low or no fatigue, the weather is ok and raid altitudes are under any overcast levels. Based on these factors as many raids as possible are created for all types of missions. It is easy to see where this approach is exceeding some sort of available resources threshold, but I don't know how to check this.

I know this is almost two years old, but it is still happening.

Do a 30 day Eagle day and after setting up auto raids add in 2-3 manual raids with Stukas, you will get no raids launching here and there for no reason even though weather is fine, all the recon and night will still launch but none of your bombing runs will launch.
