In retrospect I should probably have hidden them near Newchwang but I figured the AI might get crabby about that spot. Turns out they won't chase me down in this one though, so I've saved every surface combatant barring one torpedo boat I'm using as bait.

Seems a bit odd but I'm ok with not losing ~20k FS because there's something wrong with my bloody ships.

Ok, so the AI found me eventually. Apparently they can path through my mines without issue so long as they don't stop in or adjacent to a mine hex. That's fun. The only unit killed by a mine was one of my retreating battleships LMAO
