[V1.21f] Abort Zone Merger Failure

Per the attached screen shot, I'm attempted to merge two zones, which presents me with a 'Decision' which is shown in this popup menu. In the popup there is a "Cannot not merge..." notice due to existing city assets, which presumable prevents me from being able to select either possible city to merge with (I'm unable to make any city selections).
When I hit the "Abort" button another popup opens (Gov "Happy to stay...."), however the original merger popup will not close and the 'Decision' for the merger still remains. As I'm unable to close the popup nor declare a 'Decision' I'm unable to end the turn.
