Nothing more annoying than having a ruin or metal mine and then finding the private sector develops it before you can. I was thinking it would be great to have a RESTRICTED ZONE marker from within the road-building dialogue that could be placed on hexes you don't want the private sector to touch. Maybe it could cost some PP to implement.

... and maybe the number of PP (or cash to represent purchasing the land) required to place the RESTRICTED marker is dependent on profile - might be expensive for a democracy but cheap for an authoritarian regime, for example.
