Supply Notes clarification please

I want to clarify if the supply notes are EXACTLY correct as written or not. For example on East Australia this indicates to me that if ANY ONE of these ports are allied owned the Japanese cannot draw supply to any port in East Australia.
Is that how the game functions?
For New Caledonia and Fiji it indicates the Japanese can draw supply unless the Allies own EVERY SINGLE PORT size 1+ in the 3 island chains.
