Dive Bombers not available to me mid 1929 USA

Title. Playing us 1890 start date, I'm into may 1929 and don't have dive bombers and can't develop them, but all other nations do. Bug or feature?

Note from Fredrik (the RTW3 primary developer):
"It is not a bug. Sometimes you get them late. Some nations never developed an effective dive bomber."
