Clear beaches in Winter

In the "small fleet 1941 winter" scenario, quite a few beaches remain clear during winter months and one can land on them while other adjacent beaches north and south of them are cold. You can see an example in the picture here where the US took Albania during a winter month because one was clear at the right place in the middle of cold ones. Same thing happens in the Baltic, Riga is always clear when other hexes are cold or winter. Germany manages to land (but failed to take Oslo) on the hex south of Oslo in January because the hex remains clear all winter.
