The manual doesnt say how to do it I am at a lose I cant rebuild anything because I cant make the plans

From your description, I suspect that your are attempting to use the menu item labeled "Rebuild ship". This option will not work until you have created a rebuild plan for the ship. To create a rebuild plan, the first step is to right-click on the ship on the "Ships in service" tab, and select the "Open design for rebuild" option, not the "Rebuild ship" option. Once the designer opens you have initiated the rebuild process. At this point, even if you make no changes to the design, you can click the "Save and finish" button to execute a simple rebuild. You can also make changes to the design, within reason, before clicking the "Save and finish" button. After saving the design the game will create a "rebuild plan" and you can use this plan to rebuild other ships of the same class without going through the rebuild/design process by using the "Rebuild ship" option.

You might have already spotted this, but you can shift-click (or ctrl-click) and select multiple ships of the same class when you're ready to rebuild them to save a few seconds.
