At some point in the early 20th century, separate scout force is invented.
Unfortunately, this splits your fleet in two sets and you can't select divs from the other set as lead division anymore. This increases the management burden on the player. Why this limitation? Before this "invention", BCs and Bs/BBs were perfectly fine operating in one battle line. Is there a chance to have this limitation lifted?

There is a checkbox to eliminate the scouting force in the doctrine screen IIRC. So if you set no scout flag and have no scout force maybe it works. Maybe it doesn't. You can also add BCs to your BB divisions.

EDIT: maybe you want to make a fast cruiser division a scout flag so you can have your battle line intact.

I like the separate Scout flag and the dispersed initial spawn. But sometimes I want to merge both fleets into a single battleline.

That makes sense. Unfortunately there's no way to make it work like you want. Interesting oversight which I have never considered.
