Are there currently fielded or near-fielded counters for NCTR? With increasing use of decoys, it would seem that being able to hide things like fan or propeller blades might be important to extend a ruse for as long as possible.

Actually that's a great suggestion. Now that we have aspect-specific RCS suppression flags (S-ducts, engine blade blockers etc.) we can use them as negative modifiers on NCTR-JEM checks.
