I bought shadow empire on Matrix games. And then I bought Oceania on steam. Is there a way to get Oceania on Matrix games? I tried linking my account and can see it in my library but can't download it.

My understanding is you buy on Matrix, you get a Steam key...not the other way around.
I could be wrong on that, never purchased a Matrix (or Slitherine for that matter) game on Steam.

As the other poster replied, you can get a steam key from Matrix games. If you want to play the DLC, get the steam key for the main game and try playing thru your Steam account. Otherwise, you might try getting a refund for the DLC from steam, and then purchase the DLC thru Matrix.

What is the purpose of linking my steam account?

So you're saying you linked your Steam account to Matrix and that disabled the ability to buy Oceania from the Matrix store because you already own it on Steam?
