[1.21d] Overrule pull points ignored if auto pull points off

While just trying to better understand logistics, I found that if you disable all 3 (units, assets, cities) automatic pull points calculations your custom pull points are ignored if you set overrule mode but not if you set addition mode.
With addtion mode you can see the preview flow of logistic points
Overrule mode, no auto pull points -> no flow
as soon as a single auto-pull points mode is activated, LPs flow again
