My ships think the shortest way is really the longest

This is a weird one and I don't know how to get past it.
I'm trying to send some fleets into a system inside an ion storm - it's surrounded by many Gravillex and I'd like to clear them out. I'm sending my fleets close to the star and then want to fly them into the Gravillex herd.
Attached screen shots show sort of what is going on:
Clipboard03 out shows where my fleets are (Kappa Octantis) and the arrow shows their path to the ion storm. I'm moving both 3rd and 5th fleets into the action.
Clipboard02 has a blue boxed area where I've tried to fly my fleets. They arrive there and then I tell them to move closer to the star/Gravillex herd. However, based on whatever logic they're using: when I order then closer to the star -- they warp back to Kappa! I assume they think this route is 'quicker' but it's the complete opposite of my goal. I want them to move on engine power and they pick warp drive every time...
