The topup button should be active but isn’t

If I understand correctly, the “Trim Excess Ships” button in fleet templates, when enabled, should results, if the fleet has more ships than its template specify, in some ships being taken out of the fleet when pressing the topup button.
If I’m wrong, please let me know. For now, I’ll presume this is the case.
So that should also mean that when a fleet has more ships than what its template specify, the topup button should be active (not greyed-out) when the fleet is selected. Even if that’s the only way the fleet doesn’t “respect” its template (too many ships, the ships' types being the right ones).
But often, it isn’t. Here’s one example.
The template for my attack fleet is as follows:
So 33 ships in all, and the “Trim Excess Ships” button is enabled.
2nd Fleet, which uses the “Attack Fleet” template, now has 37 ships in all. Not by choice mind you; it’s the result of the “topup” button confusing “behavior” (at least confusing to me).
So when 2nd Fleet is selected, that topup button should be active. But it isn’t:
If it’s the intended behavior, I really hope that you'd reconsider. Being able, without micromanagement, to trim a fleet when it has too many ships, is (would be?) to me a very desirable functionality of fleet templates. Not the only one, not the main one, but a very desirable one nonetheless.
