[121i] Mothballing public assets is broken

Playing on tech5 and 3 zones, I tend to mothball airbases during the first 10 turns to reduce oil consumption. I noticed that mothballing airbases does not "stick" between turns - all mothballed airbases are reset to active status by the game.

Edit: I did some testing with other public assets. All mothballed assets reset to active status. Game seems to be inable to save status changes made by the player.

I've also had this on 1.21i -- when mothballed, public power plants reactivate at 100% the following turn. -- they will, however, stay at 25% active.

I'm having the same issue in my current game as well. In a recent captured city, setting assets mode for 'Bio Fuel Refinery' and 'Organic Furnace' to 'Mothballed' will be reset or returned to 'Active' the following turn.
