I am trying to figure out, on the most recent version, i am playing the USA and the CSA ships have a "halo/zone of control" around them. It is a one hex radius that my Union ships cannot enter and it isn't related to depth or anything else. I can get "adjacent" into hexes where there is an island (like Hatteras) in the way but nowhere where I can attack the CSA ships. This is a scenario that I have modded but the changes, i would not think would affect ships as I changed it to be one week turns and no on map partisans.

Has anyone seen this before?

Sounds like you may have modded the zone of control settings for your ships?
