Creating Kingdom Federation of the Rhine?

Read the rules, but I (France) can't create it in the UI during eco phase. Not sure why?
- do I need components to all be ally or conquered?
- if one Major Power can't create it on own, how do I get AI MPs to agree?
Help?

You need to control at least 15 components to create the Confederation of the Rhine. You probably don't have enough?
There is no provision for other MPs to agree, other than to cede to you components that they may control.

ok, here are the components to choose from and their relationship to France (just need 15)
1) Ansbach: Ally
2) Baden: Conq
3) Bavaria: Conq
4) Berg: Conq
5) Breisgau: Ally
6) Gottingen: Free State
7) Hamburg: Ally
8) Hannover: Conq
9) Hesse: Conq
10) Julich: Conq
11) Lausitz: Conq
12) Magdeberg: Prussia
13) Mecklenburg: Neutral
14) Munster: Ally
15) Nassau: Ally
16) Oldenberg: Ally
17) Saxony: Conq
18) Swabia: Conq
19) Thuringia: Ally
20) Tyrol: > should own but not showing up in lists
21) Wuttenburg: Ally
22) Wurzburg: Conq
So unless my math is wrong here is the tally
Allies - 8
Conq - 10
Free State (France) - 1
So that is 18(19?) >= 15.
So again what am I missing to not be able to create the Federation of the Rhine?? Does it matter I have French troops in one or more of these components?

France has gotten all of those minors as Ally through minor diplomacy? That only helps you when someone declares war on you and then your ally minors activate. For creating kingdoms, you need to control the minimum number of components, either as conquered or free state, not ally. That's probably what you're facing.

oh ok, then what is the best way to change the status of an ally to free-state or conquered status?

I see the disconnect. The game rules only mention components that have been "obtained" by a Major Power. EIA rules mention "controlling" the components. EIH rules are more explicit and mention control as including: Client State, Conquered, or Allied minor countries, ceded provinces, or home nation provinces. You were probably expecting the EIH interpretation. This game has many but not all EIH rules implemented.
For now, I will update the manual to clarify control as Client State or Conquered minor countries, ceded provinces, or home nation provinces. At some point in the future I may reconsider Allied minor countries and how that might work.
Nobody has raised this issue before. It's only been 15 years or so? Perhaps others can speak up for or against including Allied minor countries. Interesting.

Thanks for the information. I just picked several ally minors to downgrade to neutral and then attack. Although I did just attack one to see what the difference was. I think the result was the same, lose 1 PP for the DoW (for either neutral of ally) then when you conquer it get the 1 PP back.
I should be able to try the Kingdom action again once I get the last minors conquered in the next diplomacy phase.

Good news, I was able to create the Federation of the Rhine. It's big: 98 money, 50 manpower. So will be nice to have more troops in the field. I think their corps will have move 4 not sure about morale. Or maybe I have that reversed. Sure it's in the manual. They have no generals, but I think the Duchy of Warsaw has a general?

I do not think the Duchy of Warsaw has a General. If my memory serves, the only minor to have a General is Sweden, and they get Bernadotte transferred to them at some point.
With that said, you can put French generals in command of minor country troops. That is if my memory serves.

That's in the game now. In August 1810, if Bernadotte is still in play, he's removed from France and added to Sweden. He's the only minor leader.
