I meet in game stratagems card with difficulty 999. This card is "Propose peace" for minors. Its impossible to meet succes with this and only i loosing political points on every try. What is sense to have this type cards in game? It looks like bug for me.

Some kinds of minor regimes, like nomads, mutants, slavers or arachnids, are too hostile or not politically organized enough to accept peace treaties. For others, you should see lower difficulty numbers.
