1.21h Supply modifier of attack values does not decrease past -38%

A unit has been cut off supplies for 2 turns and has been attacked 4 times since then. This turn, Gargland attacked Eclon's ATG in 171,54. Eclon's ATG had, in Garland's combat, a -38% penalty to attack scores. When I attacked again, later (4th defensive battle without supplies), the penalty was still of -38%. I'm assuming Gargland's fight lasted at least 4 rounds and thus should have triggered a bigger penalty from lack of supplies.

Fixing AND bringing things in-line with the manual for subversion J
Not sure in which version things diverged, but I am happy it got spotted as its a relatively big bug you found.
