[1.21h] Crash to Desktop while Transferring to Zone

I get an crash to desktop when I click [Transfer] to transfer items to a zone.
To cause crash:
(1) Make "Order Bar" visible on right-side of screen
(2) select any hex in the zone Elorion.
(3) Assign Elorion to the 1st SHQ with [Zone SHQ] on the Order Bar.
(4) click [Transfer] on the Order Bar and CTD happens immediately.
Note: sometimes Elorion can't be set to the 1st SHQ (step 3).
In this case, the CTD can't happen because the [Transfer] button remains greyed out.
Clues:
Elorion has no city.
Elorion is a newly acquired zone via Unification Strategem at the start of this turn.
