Differing HAA values of same gun combination

So I have two ships, BB Westfalen and BB Posen.
BB Westfalen has 24*1 4in DP guns with HAA of 28 (no directors)
If I try to refit
24*1 4in DP guns to BB Posen, HAA is only 19 (no directors)
What is going on there? Is this WAD? Seems not so, since any tech advancements should have increased HAA value compared to the 1929 Westfalen (8 years ago).

Also note that HAA value is higher (31, no directors) if I refit the same 4in guns as tertiary guns.
So I am rather certain now that something is broken here.
