VP from raiding exceed VP from blockade

The VP generated from surface raiders and submarines sometimes exceed the VP that can be generated from a blockade.
This obviously does not make any sense, since a full blockade is the maximum blow to the economy that you can enforce.
If the opponent has many raiders/subs, it is better to be blockaded because this reduces/stops merchant trade and the opponent does not get so many VPs.
(true for AI and human player).
Imho the VP generated from raiding/subs should be capped at at the full blockade VP, but then also cause the enemy to count as blockaded.
So two ways to blockade enemy would exist:
1) With sheer surface blockade points.
2) With enough jeune ecole and submarine raiding.
