Why can I not detach the ship in this situation?

I have a division with a ship limited to 18kn. But I can't detach it due to only 2% damage so it limits my whole divison's sped. This does not make any sense, any IRL admiral would have the ability to just detach ships if necessary.

It is something of a bugbear.
There is a rather clunky work-around - run your division at 20+ knots and eventually the game will ask you to either slow your division or detach the slower ship.

Yes, this is a good method/tip to achieve the result. Still attaching/detaching should be easier
