Just open the save, no ships there and error message was something like
"Game can't find force flag division, deployment interrupted"

Happens occasionally to me.
Was a fresh game, no save editing or other tricks used.

Another example, same game.

All three instances of this happening in this game happened if the battle location was the Atlantic West of France. Could be coincidence, could be not.

(had this happen in other games too, but without regularities in location IIRC).

Tried to close and restart the game and continue on the save. Happened again, again Atlantic West of France. Other locations not afflicted so far.

Note that I was on an all capital ships strategy (I consider light cruisers an actual liability for most of the game, wouldn't take them for free for various reasons), so for battles with variable force deployment that can require CLs, CAs, BCs or Bs or BBs from either side, the game would have been unable to form a suitable lead division from my ships. Perhaps this explains the behaviour?
