Ship overweight but actually not overweight

According to the ingame message, my new ship BC Krakau is overweight.
But as the "open design for rebuild" screen shows, it has more than 400t reserve displacement. I also deliberately left a few 100t reserve displacement for later rebuilds. Pls don't fatshame my poor ship!
What is going on here? And what does "ship is overweight" do at all? Does it submerge the belt? Reduce free displacement for rebuilds? Reduce seakeeping characteristics?

That message is nothing to do with the ship designer.
There's a random chance that when a ship is constructed after the design is finalised:
*It can lose a knot of top speed (especially if overweight when designed)
*It can gain a knot of top speed
*It can be over the designed weight
In this case, you rolled the dice and got result 3.

I understand this, but if my ship had a lot of reserve displacement, result 3 should never happen, since you can simply remove ballast to get the desired ship weight/draft. This event should be reserved for ships constructed close to zero free displacement.

Probably related to the Refit Bug I reported back in early June that seems to have never been addressed.

Opening a design for refit caused an increase in ship and machinery size that shouldn't have occurred. Pressing Refit Machinery causes machinery size to return to normal but vastly increases cost.

Oh, I'm not arguing that the message couldn't be made clearer (should just say 'over designed weight'), but it depends on what free tonnage you had and where the extra weight is - extra topweight would require more ballast in order to keep the ship stable, for example.

Understood. I am also not sure what the even does at all. Does it simply reduce free displacement? Or does it reduce belt effectiveness/chance of flooding due to hull hit due to submerged belt, independent of the free displacement left in the designer? Nobody knows.

Exactly how much weight did you leave when you designed it? I'm looking at the savefile right now, and the event definitely did add 500 tons of dead weight.

I don't know what event you are referring to, but I leave 50 to several hundreds of tons in excess displacement depending on future plans with the ship (for capital ships).
E.g. I plan for 3kn speed rise with better machinery tech in the future and leave some extra displacement for that.

I'm talking about the message that you get when the ship is commissioned. If it says "the ship is overweight", then it'll add several hundred tons to the ship's weight (in this case, 500). You can see the exact values by opening up the ship file in a text editor and checking the "FloatMod" value. This penalty used to be permanent, hence why everybody else in this thread is so confused, but at some point it was changed so that any rebuilds automatically remove the extra weight.
