My game is going very well, except for a sudden lack of fuel

Notes:

I have followed AI recommondations on building mining stations
Every Caslon source in my empire has a mining station
My navy is large but I do not move ships unless needed
My Caslon mining stations are mostly all empty/close to empty and I see freighters are constantly refueling there.
I have the highest tech in extractors


Is it possible that I have too many freighters caused by too many mining stations? If so, I did follow AI recommendations and am not sure how to solve this except by randomly scrapping mining stations and (maybe) freighters.

First screen shot is my ship count, second shows the Caslon mining station (over a 97% abundance planet) with a number of freighters in a 'conga line' refueling. I see this across my empire.

Hey, we released a new public beta today that has some improvements to how Caslon is generated in the empire. Please give the latest public beta on Steam and GOG and try and let us know if that helps resolve your Caslon issues.

This should be improved somewhat in 1.1.6.4.

But I'll be continuing to look at this over the next week.
