[1.21 k] Militia of Unusual Strength

After some... very unexpected... combat results, I have noticed that in most of the newly-generated worlds I've started since 1.21k, there is a starting militia type being generated with soft attack in the 115-140 range. At tech 3.
This seems to usually be the "RPG Militia" type, but is particularly bad when it's the "Rifle Militia" type... and there are multi-thousand stacks of free folk marauders that have 4x the attack of starting regular troops.
Seems to be a good chunk of worlds, 4 out of 5 that I just looked at. Possibly when "Nemesis" is enabled?
