Nebulas, Artifacts and Ion Shields

Basically in every Game so far i have nearly all Artifacts.
I think the reason is that most of them are on Planets in Nebulas and the AI looks to generally research Ion Shields only very late, if at all.
For that reason they cannot explore all the Systems in Nebulas as their Ships go disabled so no matter how late you show up, you can nearly always pick up the Artifacts.
Basically in all the Games so far only exactly 1 time Dahyuts have colonized Terra on their own, getting also the Artiifacts from here.
Mayby AI could research Ion Shields faster?
