Yes that's deliberate. The AI code works better with it there.
The port has no supply and no units can enter that hex, so it shouldn't affect gameplay.

Was looking for a spot where the baltic fleet could lay mines and turtle at the edge of the screen, that is pertinent info that it is impassable
