I have updated my game to latest Discovery update but I do not see this new weapon family feature anywhere, no mods installed or anything like that. Maybe someone could enlighten me as to where this new feature is as I do not see it in policy settings which is where I presumed to find it after reading patch notes.

These are under the Construction section of empire policies. If they don't show up you have to reset your settings by deleting the settings files.
