Colonization order from control center interfere with manual colonizer

When queuing a colonization from control center’s “New Colonies” list, if a colonizer already exist, the game “seizes” it for that mission, even if the ship was on manual and already had a mission (other than colonization; but maybe it does it even if the mission already assigned IS colonization; this would need to be tested).
My contention is that this is not how the game should behave. Instead, in such a situation, the game should either automatically build a new colonizer and assign it to the queued colonization, or inform the player that there’s an existing colonizer, and asks if it should be used for the queued colonization. Ideally, there would be a policy to specify which of these 2 behaviors is preferred (do it automatically or ask the player).
Now, how to reproduce the “bad” behavior using the save...

You probably don’t need to read the rest of this post, but I’ve included these additional information in case it would be useful to you to better understand the situation and/or the problem.
What I’m trying to do is expanding my territory in the south-west, near the Olan Cooperative’s territory (Ikkuro). To do so, I want to try to acquire 2 new colonies in that region: Oceu 2 and Ecoiflen.
Ecoiflen is a good quality planet, located in the Nar Shaddos system (south-west of the Miredean system of the Ikkuro’s territory).
Oceu 2, in the Oceu system, is now an independent ackdarian colony. But previously, it was part of my empire. Initially inhabited, I had colonized it. But it rebelled soon after (probably because the planet’s quality isn’t high enough.
Since it’s inhabitants are Ackdarians, I’m hoping to be able to colonize it again (after having increased its colonization chances of success through diplomacy). To do so, I’ve built a colonizer (Audacious Adversity). It’s currently going to the Bunadan system to refuel. Once that’s done, I’ll send it to the colony, so it’ll be ready to colonize when the conditions are right.
As a fail safe, I also have an invasion fleet (Invaders 1; key=”9”), that I’ve manually ordered to go in D’voran system nearby. To either conquer the colony if diplomacy doesn’t work, or to unload troops on it if colonization does succeed, to prevent another rebellion.
So I’d like to be able to queue the Ecoiflen colonization, through the control center, without interfering with my current Oceu colonization project.

- Select the Audacious Adversity colonizer (it should be on "manual" with a refueling mission assigned to it). On my system, I’ve assigned the “0” key to it; not sure if it’s saved in the game file or not.
- With the colonizer still selected, go in the New Colonies section in control center, and locate the Ecoiflen colony. Queue it for colonization.
