Display bug in Surrender settings

In this case I'll just let the picture speak for itself.
This is the case in for all countries. Prior to this it started coming up blank in the conditions column. The checkbox was there, but the conditions were all blank.

Sorry. Yes, I am aware of that display glitch and I've been trying to track it down. Most always you can just reload the turn and it's fine again. I've only seen the blanks, but seeing text there maybe I can track that down. If you or anyone have a reloaded turn that consistently reproduces this glitch, I'd like that for debugging.
