I playing late game for Italy (around 1960). Navy operates still in Mediterranean. I have really strong navy and everybody scare to declare war to me. Is it possible to declare war by me?

No, but you can pick events that escalate tensions that will lead to war.

Stir up the Balkans, Italy!

Note that some of the triggering events will only appear if tension with one of the "participants" is high enough. Avoid getting stuck in the doldrums, as it were.
