Transfer of Factories To the Urals and Historical Winter

In one of the patches, a number of production locations transferred to the east. According to my notes these are Voronezh on August 1/41, Kursk on September 1/41 and Moscow on November 1/41.
In our game it is going to be the September 26 1941 Axis turn and they have not yet declared war on the USSR. Voronezh still displays 5 production. I am assuming that the Germans will not be declaring war on the USSR until May 1942. Using Voronezh as the precedent it doesn't look like the other two transfers are going to take place on the above dates either.
Will these transfers still take place when the Germans invade and if so, when?
I'm also wondering about the historical winter that was added. Maybe that should be changed to the first winter the Germans are in the USSR. The thinking being that regardless of when they invade they still expect a quick victory so their forces are not equipped for winter. We played a boardgame recently, Russia Besieged and the Germans are hit with the most severe penalties the first winter with those penalties decreasing in the second and third winters they are in the USSR.

Well, the historical first winter scenario was not meant to give extra penalties to Germany per say, but to actually reflect the 1941 winter which was abnormally harsh (instead of making it random, therefore with little chances to actually be as bad as in history). With all the latest patches (and the extra build time), I believe that if Germany invades in 1942 only, by the 1942-43 winter, the USSR should be solid enough assuming more or less equals players.

I believe the factory transfer scripts are based on being at war also.

No reason to move factories when not at war and you feel confident about your paper army.

Some sources say in 1943 or 1944 Stalin was going to invade Germany anyways.

Once the USSR is at war I think the Allied player should be allowed to decide when to transfer production to the Urals. It then becomes another strategic decision in the game.
