I have gotten the technology to build airbases and float planes for ships and I have gotten some airbases built. I solicited designs for patrol planes and fighters and chose the types I wanted. The bases have air units assigned but the air units have zero planes. How do I build planes?

Once you have a design in service, aircraft get produced automatically and assigned to squadrons once the aircraft is built.

It does take time for production to ramp up.
