Canada not joining

Turn 4 on PBEM game and Canada has not joined! Is this supposed to happen?

does India not join until Japan attacks? If you choose "no" to DE 111 then there is a 50% chance of India joining the Allies if Axis forces conquer Thailand or Egypt, and from the 1st January 1941 there is a 25% chance per turn of India joining the Allies.archmache wrote: Wed Sep 06, 2023 10:17 pm does India not join until Japan attacks? It's August and India still has not joined. Generally, I think you should almost always choose "yes".
