Can someone explain me why those units in group A and B should be isolated but they still have supplies and can retred on west? I Cut off units in group A 2 turns before and group B 1 turn before and when i attack group A they can retred west to their territory, should't they surrender?

When you hover the mouse over the off map hexes next to the German units it will show you that its Axis controlled therefore they are not isolated.

Understand, thanks, I didn't thing that off map hexes matter in any case. They should not in my opinion.
