Recruit talent vs recruit junior

When I recruit a new leader, using the "recruit talent" stratagem, I seem to only be able to recruit capability 3 leaders (and nothing else) whereas when I use the "recruit junior" stratagem, I get the full spectrum of capabilities (from 1 to 5). Is it a standard gameplay mechanic, or do I miss something ? Does the Interior council director influence the recruit's quality in any way ?

Talent only gives cap 3 yes.
Junior has no cap. It's not something understood well but it seems that there is a cap linked to turn numbers and zones on how many cap 4 and 5 you could have.

The meritocracy profile also seems to have something to do with it. With high meritocracy I think you tend to get better leaders, but it's all empirical. Warning, it doesn't prevent you from getting crap ones though.

After looking at the code by decompiling the game executable, Magirot recently discovered that leader quality is affected by the political system regime feat (Parliament, Senate or Politburo) that you get for starting with a particular political profile. Apparently Senate (Meritocracy) gives a 50% chance to increase the leader capability level by 1 on character generation, and Parliament (Democracry) gives a 50% chance to decrease it by 1.
