Move Industry to Urals Trigger?

Trying to read through the triggers and I could not figure it out. It seemed a bit complicated for me.
What triggers moving Industry to Urals? Is it possible that it could never fire?

Conditions seem pretty straightforward. Have any of these events happened? Basically, if the Germans have taken Kiev and are over the Dnper River it should transpire.

It should probably be increased to at least 9 hexes to include Odessa and Kiev. Otherwise it can often be delayed. I have a current game that it didn't fire until like 5 months after Barbarossa which really hurts the USSR income.
