Ground Compare Elements
Has anyone got the definitions besides the manual for example
Acc 750 is this in metres
Penetration 81 is this in mm - what does the represent in relation to HEAT Pen and HVAP Pen
Reliability in know is Movement and Combat
Is Range in Metres etc
What does Anti-Air Soft and Armor numbers mean etc..
If RoF = 14 is the 14 rounds a minute ...
Has anyone got a chart on this in addition to the manual..

Have you looked up the "WITW Editor manual EBOOK.pdf" it's page 57 (It's located in the Games Manuals folder)?

For guns it's like you say "rounds per minute", but for small arms it's mostly 1 full magazine.
From what I figured out so far, every time a element is allowed to attack it uses all shots it can (when gun has sufficient range), so essentially it "bursts" 1x all magazines and 1x minute/RoF of tank shells at one target, so it "burst-shoots" one enemy.

Some of the numbers may "only" be used to have them shown in the game as historical numbers ("AMM" could be an example) or they are used to calculate another value like vMAN or vARM, here is an example of a calculation of vMAN ...don't ask me how/where/when this vMAN value in the end is being used to calculate the outcome of an encounter.

penetration seems to be mm, standard and HVAP penetration may change with firing range (reduction from range effects), HEAT should not be affected by this
RoF should be per combat phase, for high RoF guns or small arms its often limited to magazine/belt capacity
I believe range is in yards
Anti-Soft and Anti-Armor is HE effect on these two target types, anti-armor affect should not vary by range
