Okay, then how do I increase the training capacity?

More carriers.
However, you only get this message if you make a lot of units at your air bases and naval stations carrier capable or if you scrap carriers, so consider reducing the use of that tick-box or keeping the carriers in MB status.

There is a number at the bottom of the carrier capable screen which show you how many you can have. Usually before a carrier is starting to finish I start training new carrier capable units in the reserve. Since I always keep my carriers active so the air crew quality doesn't mean the carrier doesn't get sunk in the case of war, the actual reduction in crew quality if you go over the cap isn't actually terrible.

Ah, thanks, I see it. So if I create carrier-capable squadrons on shore and let them sit there, they will gain experience without affecting that number?

They still affect that number and go over the cap but since in my style of playing the air crews are always being trained, having too many carrier capable units doesn't matter in the end. The new crews are trained and ready to go as the carrier then finishes and your training cap problem is gone.
