When you improve the AA of a tile, does it protect the unit on the tile, or just the ressource on the tile?

It helps protect the unit as well.

The reverse applies also a unit (not just AA, though obviously they're better at it) on a resource helps protect it from air attack.

Ok what about fortifications, do they add up or just the best value of the tile is used?

ie Swamp has negative defense vs air, but fortification has some. Do they cancel each other or the best value is used?

not too long ago the Devs statet that AA on ressources only add 0.5 airdefence per level to a unit stationed on top of it. In ports this can lead to the rather annoying effect of enemy bombers getting 1:0 prediction when attacking a big port with lvl1 AA. But if you put a submarine (no AA) in that very port suddenly the bomber gets 0:1 prediction

Not sure it is common knowledge, but a constructed fortification can also have its AA upgraded! Just discovered that now.
