Port Supply Interdiction

Curious about how this works. My understanding is if the enemy have Naval or Air units in proximity to the port it can be interdicted. I also assume if you have naval groups along the trade routes, that can also cause some form of interdiction to a port along that route. I think this is correct.
In several games I'm playing I'm constantly seeing Ports interdicted but there isn't anything that i can see that is interdicting them. There is nothing noted in the battle reports or turn summary reports. There are no enemy naval or air units anywhere about. So why are these ports interdicted? Is there something going on behind the scenes causing this? I had thought that maybe it was lack of transports showing up as interdiction, but it says you only need 1 transport to supply a port, so that can't be it.
Just trying to understand the cause of it because there isn't anything visible, reported, or obvious. I had thought that any and all interdiction would show up in the battle reports, is this the case? Anyway, i'm probably missing something, but i do want to understand the cause.
