I can't understand this... I have many divisions coming from the Russian front with a really low TOE at Berlin or near it. So I put those divisions in refit mode but the % of the maximum TOE still remains low and never returns to 100%. Is there a way to get them back to the maximum TOE or will those divisions remain weak and so at that point is it better to "merge" and merge more divisions to have one with a higher CV?

Make sure you put them on refit on a national supply source, IE Frankfurt, Berlin or Vienna, and they will refill quickly if you have the production in the pool.
