Theatre Box and Manpower

If combat in a theater box ends and one side surrenders do the units that surrender in the theater box subtract from the manpower total for that side?

It depends on what happens to the units in the TB. In North Africa, there is a chance that some units get away, but those that are destroyed should be removed from the totals. If a country surrenders, the countries forces should surrender and be removed from the totals. However, the manpower in the country pool is not zeroed out. So the Italian number remains in the manpower pool even after Italy surrenders. Ideally they would be zeroed out, except for the fact that in some late war campaigns the scenario designer has added in some Italian units still fighting for the Germans, so having the manpower remain is useful to being able to create replacements for these units.
