Why send a task force out of air cover range?

I've had a couple of occasions where I accept a battle in territory far from my own bases, but I have carriers in the region, so I figure I'll have some air cover. Then I open the engagement and there are my battleships cruising around with no air cover and subject to repeated air strikes by enemy carriers/land based air. Is this the British Navy in 1941? There ought to be a way to ensure that your ships don't go out of their own air cover without bringing carriers along if there are carriers in the sea zone.
