"Was forced to seek refuge in neutral port"

This event should only happen if there is a neutral port that is closer to the scene of the action than one of your own. I've had this happen to ships that were in the middle of an area where we controlled all the nearby ports. They would have had to sail past my country to get to somebody else's.

Scuttled/interned events should be far more dependent on location of battle and relative strength in sea regions, plus equalized with other battles
Ship damaged in raider battle=ship often interned
Ship damaged in same battle except for different type=ship always returns to bade

One thing I've learned is if you can, you should sail your damaged ships into port during the scenario.
